ChangeSC Pop-up Market Application

ChangeSC is a voluntary initiative designed to expand access to fresh, locally grown produce in communities with low food access and low income, support South Carolina farmers by promoting direct sales of their fresh, locally grown produce, improve the overall quality and safety of produce available to consumers, and foster community engagement and educational opportunities related to local agriculture.

Qualifying farmers for the ChangeSC Pop-Up Farm Stands must be primary growers, with at least 70% of the produce sold at the stand being grown on their own farm and resale produce is permitted but must not exceed 30%. During the non-peak season (November – March), the self-grown produce requirement drops to 60%, and resale produce may increase to up to 40% of total offerings, providing farmers more flexibility during the slower agricultural months. Resale produce must be sourced from farms in South Carolina or its neighboring states (Georgia, North Carolina, or Tennessee). Farmers may apply individually or as part of a group, but each farm must submit its own application and indicate its participation in the group. All participating farmers must be approved members of the SC Certified Grown Program.

All produce must be clearly labeled with the business name, city, and state, and all prices must be consistent, visibly displayed, and not arbitrarily changed throughout each event. Farmers are expected to uphold ethical business practices, maintain cleanliness and food safety standards, and comply with all SCDA rules. Additionally, farmers must be capable of setting up and maintaining a pop-up stand in an approved location with safe public access. SCDA will collaborate with farmers to identify mutually agreeable pop-up stand dates, times, and locations. Reliability and commitment to scheduled events are essential to the program’s success, ensuring that communities can depend on regular access to fresh, local food.

Approved and selected farmers receive a suite of branded materials—including a tent, kraft bags, feather flags, A-frame signs, hats, tote bags, and price cards—to create a professional, uniform presence at each event. Additionally, ChangeSC actively promotes each pop-up stand through social media, text messaging campaigns, community outreach, and website listings, and provides a stipend for each event.

I hereby apply for participation in the South Carolina Department of Agriculture’s ChangeSC Program. I understand that approval of my application does not guarantee selection for participation, as final selection is subject to program availability, funding, and location needs.

I acknowledge that participation in the ChangeSC Program is subject to the approval of the South Carolina Department of Agriculture (SCDA). Approval is based upon my farm meeting the program’s standards of sanitation and cleanliness, high product quality, transparent labeling, consistent pricing, and ethical marketing practices.

I agree that at least 70% of the produce sold at my stand will be grown on my farm, with no more than 30% sourced from other farms in South Carolina or its neighboring states (Georgia, North Carolina, or Tennessee). If applying as part of a group, I understand that each participating farm must submit its own application and indicate its participation in the group. Collectively, the group must meet the 70/30 requirement. During non-peak season (November to March) the requirement changes to be at least 60% grown on your farm and 40% sourced from other farms.

If selected, I am committed to operating my stand at all scheduled events and actively promoting South Carolina-grown produce. I understand that SCDA may conduct periodic inspections to ensure ongoing compliance. Any failure to meet the program’s prescribed standards or fulfill my scheduled commitments may result in the revocation of my participation in the ChangeSC Program.

But even with more than 22,600 farms and 4.6 million acres of farmland, over a million people in the Palmetto State live in low food access areas where there is little to no fresh produce. For many, this leads to unhealthy eating habits, chronic diseases and shorter life spans. An initiative of the South Carolina Department of Agriculture, ChangeSC is committed to creating generational change by forging vital connections between local farmers and residents leading to healthier and sustainable dietary practices.
